The way this monopoly works is that the government has essentially given a single license to one company that handles all forms of online gambling. The issue is that European Union rules do not allow for this type of monopoly on the basis of fair trade.

Licensing

Despite the fact that Finland has used protectionist policies with online gambling that haven't made them popular with the European Commission, the single license they have given out to their state-owned monopoly has been enforced at a high level. They operate at the highest level of business in terms of their practices and advertising standards. Chances are that they will eventually be made to offer licenses to other companies, and when that happens, it seems like their licenses will be made to really mean something because of the standards they have established for online gambling in the country already.

Player Protections

Players are protected in some major ways thanks to the terms of the single license that has been granted to Finland's state-owned monopoly.
