Overview of Gambling Regulations in Serbia

To re-establish the system after the turbulent end of the 1990s that resulted in the collapse of Yugoslavia, in 2001, the Serbian government enacted a new law to introduce a state monopoly on gambling, meaning that only state-owned companies could operate casinos, slot halls, lotteries, and similar activities. Three years later, a new piece of legislation was adopted to introduce four game categories instead of the previous two.
One of the most important novelties that this law brought to the table was the definition of online gambling and the creation of a special category for internet games. The law came into force in 2005, defining and regulating the provision of the following betting activities:
- Classic gambling - various types of lotteries, including lotto and bingo
- Special games - roulette, card games, craps, video slots, and other types of entertainment in brick-and-mortar casinos
- Online games
- Games in which players compete against each other
The year 2011, however, marked the beginning of a new era for the industry in the country. To become compliant with EU regulations, the state had to abandon its monopoly and let foreign operators have the possibility to apply for a license and offer their products and services to local players.
Coming into force in 2012, the new legislation opened doors for international gambling companies but, at the same time, the Serbian government launched a campaign against offshore betting websites licensed in other jurisdictions. The latest amendment to the law was made in 2020 to incorporate the already widely used AML policies, rules for gambling advertising, and the concept of responsible gaming. Games of Chance Administration established by the Ministry of Finance is the authority in charge of management and control of the industry. Apart from defining the types of games of chance for the catalog published by the Ministry, it also:
- grants and revokes licenses, as well as gives approvals for organizing various games of chance
- decides on the amount of fees for issuing approvals and licenses
- oversees the implementation of the respective laws and regulations
- controls of money laundering and terrorist financing
- assesses the value of the prize fund and delegates its representative in the commission for drawing winnings in lotteries broadcasted live on TV
- actively participates in the elaboration of regulations within its competence
- keeps records of all betting activities across the country
- performs other tasks in connection with the current laws and regulations
