Arizona is an interesting state because it makes it a crime to, ‘Benefit from gambling.’ While that statement alone may make it seem that only operators can benefit from gambling (given that most players are playing a negative expectation game) a more detailed reading of the statute shows that such is definitely the case.
Arizona law lists a number of exclusions that apply to gambling laws, but the only exclusion that could apply to online casinos would be 13-3302A.3 which pertains to gambling that is conducted under statutes and regulations that actually regulate the course and scope of the gambling. In other words, the gambling is not authorized unless it is specifically authorized and regulated by the state, which effectively means the state reserves the right to do such (and may do so in the future) but as of the time of this writing, they have not yet done it.
In other words, all of the laws in the State of Arizona basically result in Online Gambling being illegal throughout the State (as it is not specifically authorized) but ultimately, any penalties that would come as a result of online gambling, ‘Benefitting from gambling, possession of a gambling device...etc' would relate only to operators rather than mere players. In and of itself, and remember that we are focusing on players (mostly) in this piece, there is nothing in Arizona law that would seem to provide any sort of penalty for mere players. In fact, it is arguably perfectly legal for individuals to act as mere players in any form of gambling within the state.
When it comes to operators, one can see that the State of Arizona does have a long history of targeting operators of illegal land-based operations:

Once again, it is important to point out that these raids and subsequent arrests all pertained to the operators of these supposed, ‘Internet cafes,’ and no arrests were made with respect to people who were merely playing. Furthermore, these entities were clearly operating and had a physical presence in the State of Arizona, whereas online gambling sites that would pertain to this article generally (and probably never) have any physical presence in the United States, much less the State of Arizona specifically.
The ultimate result is that Arizona is a state that will crack down on unauthorized forms of gambling, but it will only do so when it comes to operators. Any Arizona laws specifically exclude players from prosecution and the laws concerning unlawful gambling, quite simply, do not apply to mere players. However, if you are thinking of entering the realm of gambling as an operator or promoter of unlawful gambling, Arizona is absolutely NOT the state in which to do it.
In conclusion, Arizona is clearly interested in prosecuting operators of unlawful gambling to the fullest extent of the law and do so whenever they can. However, the laws specifically exclude mere players from prosecution. Here at LCB our primary concern is with the players as opposed to any operators, but the stringent enforcement of anti-gambling laws within the state cannot be completely ignored as pertains operators.
