Furthermore, the cost of annual licensing, in sum, is $85,000 in total for interactive gaming licensing as well as interactive wagering licensing, so by no means is that cheap.  Additionally, any individuals with ownership in the prospective company to be licensed with five percent interest, or more, in the company must be individually granted licensure and individually approved as, ‘Suitable,’ by the ADOG.

They also have a reserve requirement of $100,000, which seems low, before gaming can commence for a particular operator, however, this is offset by strict regulations governing the security of player funds by ensuring that all player deposits (at a minimum) are accounted for separately and shall not be used, essentially, until they are actually lost by the player.  In effect, the casino must always have the ability to pay the amounts the players have on deposit in addition to no less than $100,000 in reserve for potential winnings over-and-above the amount that a player may currently have on deposit.  

Some people have wondered about the tendency of an online casino to, ‘Lock,’ a player’s account for inactivity after a particular period of time, but in the case of the ADOG, online casinos licensed through them are actually required to do so after twelve months of inactivity.  Furthermore, the ADOG requires their licensees to submit to them information concerning an individual player’s identity in the event that the player is to be paid in excess of $5,000, such transaction must then be approved by the ADOG.  Therefore, as we can see, the casinos themselves are not always necessarily responsible for delayed payments, but delays may occasionally take place as the casinos are acting within the confines of their regulations.

Furthermore, the casinos themselves do not actually directly benefit from abandoned funds within the jurisdiction of the ADOG as the licensees are actually required to turn over said funds to the ADOG which are then, at least theoretically, to be used for the purpose of promoting responsible gambling.  

Licensees are also required to provide comprehensive annual and semi-annual reports concerning their assets, liabilities, player deposits on holds, advertised jackpots, jackpot winnings, jackpot liabilities, overall liabilities to players and overall player funds in deposit.  These forms must have been independently audited for accuracy and are subject to inspection.
