This means that the money in and money out transfer fees mentioned, of 5% and 2% would apply for transfers to and from these countries.

On that note, there is also a list of banned countries where you cannot use STICPAY at all. These are Iraq, Cuba, Burma, Iran, Somalia, Zimbabwe, Cote d'Ivoire, Republic of Guinea, the Democratic Republic of the Congo, North Korea and Eritrea.
