The French Autorité Nationale des Jeux (National Gaming Authority or ANJ) is the independent authority designed to regulate online gambling in France. In 2010, the Regulatory Authority for Online Games (ARJEL) was given independent status as an administrative authority. The move was made to avoid a double conflict of interest. In October 2019, gambling regulation was reformed, and legislators widened the option for intervention by creating the new Gambling Authority (ANJ) and giving this body independent administrative authority.

The ANJ is an independent authority that reports to Parliament. The group regulates licensed gambling and betting games. This includes online services, racecourse betting, and points of sale. The authority is also responsible for the responsible gambling policy that land-based casinos must follow.

The regulator consists of a board with nine members appointed for a six-year term. There is also a sanction committee which consists of members from several groups including the French High Court of Cassation and French Council of State. The term of these members is also six years.

The regulator works hard to ensure that players are protected. Operators must adhere to regulations and provide a fair and recreational environment. The ANJ seeks out fraudulent providers and will fight against money laundering activity, illegal websites, and other violations.

The missions of the ANJ are based on four objectives:

  • Protect minors; prevent excessive or pathological gambling behavior.
  • Ensure the integrity, reliability, and transparency of the industry.
  • Prevent fraud and criminal behavior; this includes money laundering and terrorism financing.
  • Avoid economic destabilization of the industry sectors by ensuring equitable development of games.

Working with European and international regulators, the ANJ collaborates with other regulators worldwide to ensure cooperation and safe gaming. The ANJ focuses on bilateral cooperation with working days with delegations in the Netherlands, South Korea, Liberia, and other countries. Regulators that the ANJ works with includes the Danish regulator authority, the UK Gambling Commission, and the Amministrazione autonoma dei monopoli di Stato (AAMS) in Italy.

The ANJ also has close relationships with individuals in the industry, including game publishers and industry associations like the EGBA. Agreements were also signed with sporting bodies like the International Olympic Committee and International Betting Integrity Association to ensure sporting events are not subject to manipulation.

The regulator acts on behalf of players in France and issues an annual activity report to Parliament. The ANJ has a list of approved operators and their websites so players can easily see who can offer services. A special section of the site provides information on the board's published decisions, including approvals and license rejections.

Solutions are provided via mediator if any issue should arise between a gambling operator and a consumer. The Chairman of the Authority appoints the mediator and submits annual reports to the ANJ Board with the results of the action taken based on any occurrences between operators and consumers.
