Once the DAC approves the application, a ministerial decree provides the license, which is non-transferable, personal, and lasts for five years.

There are only two limitations, though...

...operators must not target Dutch residents of the Netherlands, and the licenses for online gambling are not valid in the other countries within the Kingdom.
