Apologies for the frustration. I am going to get in contact with the rep. Please first give me your username and your friends so we can sort this out as quick as possible.

They  finally gave but attitude is extremely untollerable.  if they don't want to then just say they don't want to offer  but to offer and hAve live chat play these games thinking we are dumb is justinsulting to say the least.

So yes offer was available and thanks to this forum as the rep finally shut up after letting her know that we are posting whatever she tells us on this forum and amended my friend' as wagering requirement to just 10X as advertised.  

However, they left my friend just waiting there forever and  did not even have the courtesy to respond and tell him that the wr was updated.  

He noticed the change hours later.
