Sikkim, the only region in India to license and regulate online gambling, has granted its second license to the energy drink group Maarm International Pvt., which has partnered with Golden Lottery to provide gambling services to Sikkim residents.
The platform will be provided by Golden Lottery. The license has been awarded for 5 years, cost approximately US$160,000 and becomes effective as of April 2015.
A Maarm spokesman said that the company has hopes for the expansion of online gambling to additional Indian states and has been in talks with the federal government.

WIth such a huge population, India has to be an enormous untapped market for online gambling operators - I'm not well informed on their system of government but the fact the article mentions one particular area having legislated to provide online gaming tells me that in general most citizens are not allowed to play right...

Now their are two gambling sites going online there in April. I had no idea how much money was involved in licensing these sites. That is a good bit of upfront funding. India's Supreme Court is over there trying to decide if playing cards is a sporting activity. It has something to do with a company that is involved with playing cards, trying to get out of paying an additional 1% tax that is applied on non sporting goods. I am guessing that this Supreme Court decision has much to do with the upcoming gambling sites that are opening in April. Even India, in some areas, are embracing gambling online. Lets hope that the US is seeing all of these countries that are trying to keep up with the times.
