Introduction

Lithuania's casino industry is a lot like that of several other countries that used to be controlled by the Soviet Union. There was essentially no organized legal gambling until after Soviet rule ended. History of Gambling in Lithuania

The Gaming Law that was passed in 2006 brought casinos under the oversight of the Gaming Control Authority. The passing of the law marks one of the most important developments in Lithuania’s transformation into a modern gambling jurisdiction. The regulatory framework covers every type of gambling in the country - from land-based establishments to online casinos and sports betting sites. Online gaming has also grown in popularity over the years along with updates to the regulations and an increase in interest from international and local operators.

We find the heaviest concentration of casinos in the country’s capital, Vilnius. These numbers are followed by those in other cities that also have a mix of slot halls and full-scale casinos.

In the first half of 2024, Lithuania's land-based gambling market saw a dip in revenue as overall player spending slowed down as it increased online. Total earnings in the sector came in at just over €34 million, marking a slight decrease compared to previous half-year numbers. The decline was mainly due to a drop in player stakes, which fell by around 5%. People were simply betting less.

Category B slot machines, the most popular in Lithuania's retail gambling spaces, brought in about €14 million despite a drop in player wagers. Interestingly, Category A slots managed to buck the trend with a slight rise in revenue and staking, suggesting that higher-stakes games retained more interest from players. Winnings on Category A slots are not capped like they are on the Category B games.

On the downside, traditional table games weren’t as popular. Revenue slipped a bit. In-person sports betting also faced a small revenue drop, bringing home the fact that land-based gamblers were simply betting less than in the past. Overall, while some categories performed better than others, the market reflects caution from land-based players in early 2024 while online numbers in all metrics were up appreciably.

Legislation and Jurisdiction

In response to European Union pressure in 2013 to regulate online gambling better, Lithuania took clear steps to create a modern regulatory framework for the gaming industry. The Lithuanian Gaming Control Authority (LGCA), operates under the Ministry of Finance, and it has been an important player in crafting and implementing the regulations.

Beginning on January 1, 2016, the new rules required online gambling operators to partner with a land-based casino in Lithuania and maintain a minimum share capital of $1.18 million. All operators must be licensed locally and adhere to strict operational standards.

The LGCA has cracked down on illegal gambling and keeps a blacklist of unauthorized websites. Financial institutions and credit card companies aren’t allowed to process payments from the blacklisted domains. The list is regularly updated to include newfound violators. The LGCA also bans casinos from offering gifts or bonuses so players find their way offshore to take deposit incentives and other bonuses. Advertising is heavily restricted and some reports indicate that 80% of Lithuanians support the harsh measures introduced in February 2024. If these amendments pass, ads for betting, wagering, and casinos will be banned from television, newspapers, magazines, news websites, and street billboards.

Popular Casinos and Games in Lithuania

Residents and visitors will find a few large brands scattered across multiple cities with plenty of gaming options for players. Olympic Casino, originally founded in Estonia which is one country away to the north, is the country’s number one brand with over a dozen locations. From Vilnius with over 600,000 residents in the city proper, to smaller cities Olympic Casinos dominate the market with slots, table games, and sports betting all under one roof. The smaller Nese Casino brand has also carved out a niche, especially in the capital, with well-kept slot halls and hotel-casino facilities that attract a more laid-back crowd. There are plenty of casinos spread across Lithuania to give players the options they want.

Sports betting is available almost everywhere else you can gamble with plenty of dedicated areas for sports gamblers to gather together away from the din of other gambling activities.

Lithuania took a fairly cautious approach to gambling regulation at first, then ramped up efforts to emerge as one of the better-managed jurisdictions. It feels like a good balance between providing recreational opportunities and safe and secure gaming while always looking out for the most vulnerable residents.

Major casino brands like Olympic that offer modern venues and meet international standards have taken root in Vilnius and in other cities. The country’s proactive stance on problem gambling and self-exclusion sets a high bar for other European countries.
