Recap of Regulatory Changes in iGaming and Land-Based Industries for September 2021

The gigantic market of the United States is growing day by day, with more and more states approving online and mobile sports betting. Connecticut will introduce these services on October 7, while the opening date for Washington is expected in early Q4 this year.

Some European countries are continuing to tighten their protection measures to ensure a safer gambling environment. Similar to the UK, Ireland could impose a ban on credit cards for gambling.

Regulatory Updates from the USA

Let’s start with Arizona, which opened its sports betting market on September 9, 2021. The occasion was marked with multiple brands going live, among which Barstool, FanDuel, Unibet, BetMGM, Caesars, DraftKings, and WynnBET.

As for California…

…a couple of commercial sports betting providers (Bally’s, BetMGM, DraftKings, Fanatics, FanDuel, Penn National/Barstool Sportsbook, and Wynn) presented an initiative to introduce online sports wagering in the state. If interested in providing services, operators would have to join forces and share revenues with local tribes.

Following Governor Ned Lamont’s confirmation, Connecticut will open its sports betting and iGaming market on October 7, 2021. According to the compact, the State and the Mohegan and Mashantucket Pequot Tribes are permitted to offer the said service.

Meanwhile in South Dakota…

…the sports wagering market went live on September 9, 2021. Four casinos opened their retail and in-facility mobile sportsbooks. To start with, BetMGM tied knots with the Tin Lizzie Casino and Cadillac Jack’s Gaming Resort. Then, Internet Sports International went live via the Mustang Sally’s and Gold Dust Casinos agreement. Finally, IGT aligned with Deadwood Mountain Grand Casino but did not start operating on the same day.

In Iowa, Unibet rolled out its mobile sports wagering platform on September 1, 2021, in cooperation with the Harrah’s Council Bluffs Casino. The very same day, Wyoming launched its sports wagering market as well, with BetMGM and DraftKings being the first operators to open their doors to consumers.

Finally, in Washington, nine tribal gaming compacts received approval from the Department of Interior, while seven more are still waiting, but are certain to be greenlighted. As for the official opening date, it is expected to go live in early Q4 2021.

What’s New in Finland, Norway, and the Netherlands?

As of September 1, 2021, Finland’s Veikkaus, has extended the established loss limits to apply to fast-paced online games, including the physical ones accommodated in stores/restaurants and Veikkaus gaming arcades.

Meanwhile in Norway…

Norsk Tipping further declined the temporary maximum monthly loss limits from NOK7.5k to NOK5k for its higher-risk online games. The newly-set limits should be in place until the end of the current year.

Just a couple of days ahead of the official launch of its online market on October 1, 2021, the Government of the Netherlands ordered all non-licensed suppliers to halt their activities and stop targeting local consumers.

Newest Regulations in Ukraine, France, and Belgium

To start with Ukraine, where the consumer protection regulations established by KRAIL in June became effective on September 20, 2021.

As for France…

…the local regulator, ANJ started a public consultation on gambling advertising and promotions. Opinions are needed not only from industry operators, and advertising agencies but French citizens as well.

In Belgium , the 2017 ruling that allows interactive operators to offer more than one product vertical per domain was declared unconstitutional. However, the newest confirmation does imply that operators can offer one product type only per domain.

Most Recent Changes in Macau, UK, and Ireland

Macau government launched a consultation to investigate the possibility of reducing the number of permissions awarded and decreasing the period they are granted for. In addition to this, there are proposals to appoint the government delegates to cooperate closely with license holders. This should ensure policy goals are met.

In the UK, the Northern Ireland Assembly was presented legislation to amend the country’s gambling regulations. As per the new Betting, Gaming, Lotteries, and Amusements (Amendment) Bill, there would be a compulsory code of conduct as well as a new levy for suppliers certified for the market.

Finally, Ireland presented legislation that aims to cease the use of credit cards for gambling via both land-based and online platforms.
